Is it allowed to land a drone on the Belize Barrier Reef atoll without an environmental permit?

NO. The Department of the Environment requires screening and clearance for activities likely to affect marine and coastal protected areas and explicitly treats actions that could disturb coral, birds or marine life as activities needing prior environmental review. The DOE’s Environmental Clearance Process explains the screening step, the need for an Environmental Impact Assessment when warranted, and the requirement for an Environmental Compliance Plan before works or intrusive activities proceed. The bottom line is you cannot lawfully carry out potentially impactful actions—including landing devices on sensitive atolls—without DOE clearance.
