Is it allowed to export the most advanced AI chips and certain semiconductor equipment from the U.S. to every country without a license?

NO — U.S. export control rules in 2022–2024 expanded license requirements for advanced computing chips and semiconductor manufacturing items, and imposed restrictions for certain destinations, end-uses, and end-users. The rules mean that many exports, re-exports or transfers of the most advanced chips, related development tools and some manufacturing equipment require a Commerce license and are subject to country- and end-use-based controls. Exporters cannot assume free export everywhere; they must classify items, check lists, and in many cases seek authorization. Ignoring those controls can lead to enforcement actions and penalties.
