Is it allowed in the EU to buy a new phone or tablet without a USB-C charger or port starting end-2024?

NO — As of 28 December 2024, almost all small and medium portable electronic devices (phones, tablets, cameras, headphones etc.) sold in the EU must use USB-C ports per the “common charger” directive. Laptops get a later deadline (April 2026). Also, device makers may sell the product without a charger, but if a charger is included, it must comply with the common charging rules. This reduces e-waste and lets consumers reuse chargers.
