No. Public outdoor film screenings in Hong Kong are subject to the Film Censorship Ordinance and related guidance; organisers must ensure films comply with the local censorship classification, and in many cases a licence or prior approval is required for public exhibitions. Recent administrative updates tightened enforcement on unlicensed public broadcasts and outdoor screenings, especially when content could be considered politically sensitive or breach public order rules. Event organisers should apply to the Office for Film, Newspaper and Article Administration for the appropriate permissions, submit the film for classification if required, and follow venue and public safety conditions; failure to do so can result in fines or seizure of materials.
