Is it allowed to import or sell cosmetic and consumer products in Japan that contain PFAS beyond specific concentration limits?

Last updated on October 2, 2025

No. Japan has been tightening regulation and guidance on per‑ and polyfluoroalkyl substances (PFAS) in consumer and food contact materials. Recent official standards and Ministry of the Environment communications set limits, added reporting obligations, and encouraged manufacturers to phase out certain long‑chain PFAS in articles and food contact applications. Importers and domestic manufacturers must test products, comply with the specified concentration thresholds and labelling or notification duties, and cooperate with customs and environmental authorities. Companies should consult the Ministry of the Environment and relevant Japanese industrial standards to ensure products meet the current PFAS restrictions and documentation requirements before placing goods on the market.
