Is it allowed to bring CBD oil across the US border in carry‑on luggage?

Last updated on October 2, 2025

It depends and is risky; while some US federal guidance allows hemp‑derived CBD products with less than 0.3% THC under the 2018 Farm Bill, both U.S. Customs and Border Protection and the Transportation Security Administration treat cannabis products with caution; flying with CBD oil can trigger inspection and seizure if THC content is uncertain or state laws differ from federal rules; international travellers face stricter rules: many countries categorise CBD as a controlled substance and prohibit importation; before travelling, verify the exact THC content, retain laboratory certificates, check TSA/CBP guidance and the laws of destination and transit countries, and when in doubt avoid carrying CBD across international borders to prevent arrest or fines.
