Is it allowed to tattoo or pierce a minor (under 16) in the United Kingdom without parental consent?

Last updated on October 1, 2025

UK legislation and local bylaws restrict cosmetic body‑modification procedures for minors: tattooing a child under 18 is explicitly prohibited in many UK jurisdictions, and most reputable guidance and local council regulations require parental consent for any piercing of minors below a specified age (often 16) and some procedures are banned for those under 16. Health and safety regulations require practitioners to follow infection‑control standards and to verify age and consent; failure to comply can lead to criminal sanctions, loss of licence and enforcement by local trading standards or public‑health authorities. Practitioners should check local council bylaws and national guidance before performing any body modification on minors.
