Is it allowed to import agricultural products such as fresh fruit or soil into the United States from abroad?

Last updated on October 1, 2025

U.S. Customs and Border Protection enforces strict prohibitions and restrictions on importing agricultural items to protect U.S. plant and animal health: many fresh fruits, vegetables, soil, plants and animal products are either prohibited or require prior permits and phytosanitary certificates from the relevant U.S. agencies (USDA APHIS). Travellers must declare all food and agricultural items on arrival; undeclared restricted products are subject to seizure and heavy fines. CBP’s official prohibited and restricted items guidance explains which articles are banned, which require permits, and the process for legal importation; always declare questionable items to avoid penalties and help prevent pest and disease threats.
